Commission Policies Affecting Institutional Affiliation
The Commission has a number of institutional policies that affect the affiliation of colleges and universities with the Commission. The policy book is updated throughout the year.
Recent Board Actions on Policies
The Board of Trustees of the Higher Learning Commission met on June 23–24, 2010. The following actions took place.
Adopted Bylaw Changes
The Board adopted on second reading the amended bylaws for the Higher Learning Commission. The implementation of substantial presence in the region will take place after it is adopted through the policy process.
Proposed Policy Changes
The Board approved on first reading a proposed new policy related to:
- Substantial Presence in the Region.

Adopted Policy Changes
The Board adopted on second reading a series of new and amended policies related to:
- Substantive Change; and
- Decision Process.
The policies are effective immediately unless otherwise noted. In the next few weeks, the Commission will send a separate communication about the implementation of the substantive change policies.
Institutional Change
The Commission recognizes that change within affiliated institutions is constant and supports change to improve educational quality. The Commission has defined specific conditions under which the institution needs to obtain authorization before implementing changes because they may affect accreditation.
The Board of Trustees of The Higher Learning Commission met on February 22–23, 2010. The following actions took place.
Adopted Policy Changes
The Board adopted on second reading a series of new and amended policies related to:
- Candidacy
- Institutional Control, Structure or Organization
- Commission Ownership and Management of Information
- Additional policy revisions to the compliance with revised federal rules for recognition of accrediting agencies
